Welcome to 2025 where AI is now the dominant force in the venture capital landscape. AI companies captured a significant portion of global funding in 2024, representing 37% of venture funding and 17% of deals, both all-time highs, according to CB Insights.

This surge in investment was driven by the revolutionary advancements in generative AI and large language models (LLMs), which have enabled a wide range of applications from creative writing to complex workflow automation.

While the AI economy is global, the United States has emerged as the clear leader in AI funding, securing 71% of global AI equity funding in 2024. And it's not particularly close. In general, US startups are gobbling down the bulk of VC dollars.

In Q4 2024, US-based AI companies received $38 billion in funding, far more than any other region. This dominance is fueled by the concentration of AI talent and the presence of major tech companies. This financial advantage has positioned the US as a global leader in the AI arms race, creating a potential innovation gap between the US and other countries. The top AI deals in Q4 2024 included Databricks ($10B), OpenAI ($6.6B), and xAI ($6B).

So, where does this leave France and Europe?

The European VC ecosystem experienced a decline in mega-rounds (deals worth €100 million or more) in 2024. However, AI investment remained strong in Europe. The largest European VC deal of 2024 was a€1.3 billion raised by the UK's GreenScale, a sustainable data center platform. This highlights the growing interest in AI and related infrastructure in Europe.

France has a number of AI startups gaining traction. For example, Mistral AI, founded in 2023, became a unicorn with a €6 billion valuation after a €600 million round in 2024. Poolside, another French startup, also secured a large Series B deal.

With the nation gearing up to host the Paris AI Summit in February, France will attempt to make its case that it belongs on stage with global AI leaders. To be sure, the nation has some tremendous assets. But the staggering amount of capital available in the US poses a daunting challenge to France's AI ambitions.

The Headlines

🗞️ Clara Chappaz retained her role as France’s Minister for Artificial Intelligence and Digital Affairs, signaling continuity in the government’s tech strategy. Chappaz was appointed last fall as part of a new government, but attached to the Higher Ed and Research Ministry. There was some doubt about her future after that government collapsed. Following the creation of a new government in December, Chappaz was re-appointed, but she’s moving her base of operations to Bercy, home of the French Ministry of Economy and Finance. Chappaz, the former head of La French Tech mission, has been instrumental in shaping France’s digital policies and ensuring the nation remains a key player in tech innovation. 🗞️ Rounded is an AI orchestration platform that lets anyone build an AI voice agent | French startup Rounded believes AI voice agents are going to become the default way customers interact with companies, so instead of building AI voice agents that are ready to use, the company is building an orchestration platform that lets companies build their own voice agent. | TechCrunch

🗞️ France wants to dominate AI, but can it actually deliver? | Inside Paris’s Station F, the world’s largest start-up incubator, ambition buzzes louder than the city’s café chatter. 👉 France's AI Minister Chappaz emphasized the nation's commitment to countering foreign interference in its AI landscape. Speaking at a high-profile event, the minister highlighted concerns about the growing dominance of major global tech companies and stressed the importance of fostering a sovereign, ethical AI ecosystem in France. The strategy includes strengthening regulations, supporting local AI startups, and collaborating with EU partners to ensure Europe's competitive edge in the global AI race. | Euractiv

👉 A report by France's CSPLA highlights the profound implications of AI for creative industries, calling for clearer policies to address copyright challenges. The report underscores the legal uncertainty surrounding AI-generated works and urges updates to intellectual property laws to protect creators' rights. Recommendations include ensuring fair remuneration for artists and maintaining a balance between innovation and copyright enforcement as AI becomes an integral part of the creative process. | JD Supra

👉 French tax authorities can now use AI-powered tools to scan public social media activity to detect signs of tax fraud. With CNIL’s approval, officials will analyze taxpayers’ online presence to ensure their lifestyle aligns with declared incomes, targeting fraudsters who claim false domiciles or hide undeclared assets. 🚀 Maia was founded on December 12, 2024, in Lyon by Jean-Noel Combasson and Marc Lebrun, both currently Managing Directors at Natixis Partners. 🚀 B. LOTUS was founded on December 16, 2024, by Liborio Panzarella and Marina Panzarella. The company's mission: "The development, design, commercialization, and maintenance of computer applications and software products. The provision of all consulting and expertise services, in particular, in big data and artificial intelligence, including data analysis, the development of algorithms, and the implementation of artificial intelligence solutions tailored to the needs of customers."

🚀 EAGR was founded on November 19, 2024, by Thibault Beauchesne and Gaultier Beauchesne.
